‘Beware: You are being watched’
KUALA LUMPUR To curb the problem of illegal dumping, Selayang Municipal Council (MPS) Zone 23 councillor Lee Khai Loon has enlisted the help of the community.
Under the citizen watch programme, residents monitor their neighbourhoods for those trying to offload their rubbish there. With a mobile phone or digital camera, residents can take photographic evidence of the culprit in the act and email the photographs to mpszon23@gmail.
“The residents will act as our eyes and ears to help us to put a stop to illegal dumping,” he said.
A number of volunteers have already pledged to be on the lookout. A resident, who declined to be named, has sent pictures showing a man dumping construction debris in Desa Aman Puri.
The site has since been cleared.
“So be careful the next time you dump your rubbish at the roadside. The cameras may be clicking,” Lee warned.
Lee swung into action after he received a complaint via email. The complaint was first lodged with e-Aduan, but had resulted in no action from the MPS after a week.
Lee had the culprit clean up the site at the end of Jalan E2/9, Taman Ehsan.
A banner is hung there to remind folk not to repeat the offence.
“Our objective is not to publicly shame anyone, but to raise the awareness that one should not dump one’s rubbish anywhere one pleases. We may consider publishing the pictures online or distributing them to the press,” he said.
“We have to make cleanliness a way of life. The target should be zero dumping.”
Lee said the council would collect bulky and garden wastes from residential homes every week.
“The rubbish collection schedule will be helpful for residents to know so that they can place their waste outside their homes for collection.”
Zone 23 covers Bukit Desa, Desa Aman Puri, Sri Ehsan, Puncak Desa and Desa Jaya.
Meanwhile, Selangor state exco Elizabeth Wong said next year, the focus would be on recycling.
“A lot of rubbish — plastic bottles, containers, paper, cardboard, aluminium — can be sold to recycling companies,” she said.

Safety assurance at Shah Alam Stadium tomorrow
SHAH ALAM: Police have made full preparation to ensure that security situation is under control for the Malaysia Cup final between Negeri Sembilan and Terengganu at the Shah Alam Stadium tomorrow night.
The Director of Internal Security and Public Order, Royal Malaysia Police, Datuk Salleh Abdul Rashid said the police had mobilised 1,410 members of the police force, Malaysian Volunteer Corps (RELA) and Shah Alam City Council (MBSA) personnel to ensure security inside and outside the stadium was maintained throughout the match.
"We intend to beef up the manpower and will not compromise on safety because we don't want incidents like in previous matches to recur," he said at a media conference on security control at the Shah Alam Stadium today.
Also present was the general secretary of the Malaysian Football Association (FAM), Datuk Azzuddin Ahmad.
Salleh, who is also the FAM Security Committee chairman, said police would tighten security measures to the maximum based on the present requirement.
About 70,000 Negeri Sembilan and Terengganu supporters are expected to turn up at the stadium as early as 4pm tomorrow to watch the match between the 'Turtle' and 'Deer'.

TEHERAN 17 Okt. - Pemimpin Tertinggi Iran, Ayatollah Ali Khamenei memberi amaran kepada Amerika Syarikat (AS) bahawa Iran akan mengambil tindakan tegas jika AS bertindak 'menyerang' negara ini.
Ini berikutan ikrar AS yang mahu mengenakan sekatan termasuk memujuk masyarakat antarabangsa supaya memulaukan Iran berhubung dakwaan penglibatan Iran dalam komplot membunuh Duta Arab Saudi di Washington, Adel al-Jubeir, baru-baru ini.
''Jika para pegawai AS melakukan penipuan, mereka seharusnya tahu bahawa apa jua tindakan yang dikenakan sama ada secara politik atau keselamatan, segalanya akan menerima tindakan tegas daripada Iran,'' kata Khamenei.
Jelas beliau, tuduhan AS terhadap Iran berhubung komplot pembunuhan itu hanyalah untuk mengalih perhatian mengenai masalah ekonomi yang sedang dihadapi AS termasuk protes daripada Occupy Wall Street.
''Dengan dakwaan yang tidak berasas itu, mereka cuba mengaitkan atau menggambarkan kita (Iran) menyokong keganasan.
''Tetapi, konspirasi itu tidak akan berjaya,'' tegasnya.
Sementara itu, Presiden Mahmoud Ahmadinejad menegaskan bahawa dakwaan AS itu hanyalah sesuatu yang direka-reka.
''Budaya keganasan hanyalah milik kamu (AS),'' jelasnya.

Top 20 list of safest countries 2011
Kota Kinabalu, Malaysia (The Star/ANN) - Malaysia is in the top 20 list of the safest countries in the world according to a survey by an international research institute on peace and security.
Deputy Inspector-General of Police Khalid Abu Bakar said Malaysia had been ranked 19th among 153 countries in the latest Global Peace Index (GPI) report by the Institute for Economics and Peace (IEP) this year.
In 2009, Malaysia was the third safest in Asia after Japan and Singapore, and was 26th among 144 countries in the GPI.
"Last year, Malaysia was 22nd on the GPI ahead of Singapore and only second to Japan as the safest in Asia," he said when launching the Ops Utama Perdana Feet on the Street campaign here yesterday.
Khalid credited the achievement to the cooperation between the Government, police and the people.
On the campaign, a programme under the country's National Key Result Areas, Khalid said the initiative could work wonders in reducing the crime index and street crime in Sabah and Sarawak.
He said the programme had been successful in the four peninsula states where it had been implemented.
He said about 500 general operation force personnel would be involved in the campaign and they would be aided by a host of personnel from Rela, the Civil Defence Department and Neighbourhood Watch, among others.

Illegal loggers trespassing oil palm plantation to log forest
A KOTA Tinggi oil palm plantation worker is claiming that illegal loggers have invaded his plantation, destroying his palm trees and using his amenities to make their way into the Kota Tinggi permanent forest reserve at Sungai Johor near Kampung Guntung Nanas.
The worker, who only wanted to be known as Shamsuddin, said the relevant authorities should take action immediately. He lodged a police report on Sept 26 and a report with the Forestry Department on Sept 29.
He said there were heaps of logs kept at his plantation, which is just metres away from the forest.
"So far, about 20ha of the mangrove forest about 10m away from the Jalan Desaru-Kota Tinggi junction have been illegally logged.
"Several of my oil palm trees were felled without my permission to make a route into the forest.
"At first, I just ignored it.
"But the situation has worsened as these irresponsible loggers have cut down more trees and made the ground muddy because of the rainy weather and their heavy vehicles which leave tracks on the ground.
"They also misused a hut in my plantation and used its amenities as though the plantation belonged to them.
"I was shocked to receive a water bill amounting to RM250," he added.
Johor Baru Forestry Department officer Rajihan Rahim confirmed that a report was lodged.
Rajihan said about 0.4ha of Shamsuddin's plantation was trespassed.
He said that enforcement officers from the department will continue to monitor the situation. He added that those found intruding into Johor's 3,919ha permanent forest reserve at Sungai Johor face a RM500,000 fine and 20 years' imprisonment.

Kematian Ahmad Sarbani was an ACCIDENT?

KUALA LUMPUR, Sept 26 — Senior Customs officer Ahmad Sarbaini Mohamed’s fatal fall at the Malaysian Anti-Corruption Commission (MACC) office here five months ago was an accident, the coroner’s court ruled today.
The incident was the second time a person had died while under the MACC’s care.
Teoh Beng Hock Teoh, a DAP political aide, was found dead on July 16, 2009 on the fifth-floor corridor of Plaza Masalam in Shah Alam after he was questioned overnight by MACC officers at their then-Selangor headquarters. He was 30.
Aged 56, Ahmad Sarbaini, who had been attached to the Port Klang Customs office, was found dead on a badminton court on the first floor of the MACC building in Cheras here on April 6, after returning to then-spanking new headquarters in Jalan Cochrane, purportedly to amend his previous testimony as a witness.
The inquest into his death, which ran over the course of one month, sat for 12 days and saw 34 witnesses testifying.
A forensic pathology expert from Universiti Kebangsaan Malaysia who had had supervised the autopsy testified that Ahmad Sarbaini had probably lost his balance while on the narrow ledge outside the MACC building’s third-floor pantry window and fell backwards 10 metres to the badminton court.
A forensics officer had also told the inquest that Ahmad Sarbaini did not commit suicide nor was he murdered. DSP Sharul Othman Mansur said Ahmad Sarbaini tried to jump to the roof of the badminton court but failed and fell to his death.
The Selangor Customs assistant director had been remanded on March 29 following a MACC-led swoop on a Customs syndicate that it said was responsible for at least RM3 billion in unpaid taxes, resulting in the arrest of 62 officers.
But just days ago, several Umno-linked blogs released a sex video in an apparent attempt to tarnish the reputation of Customs officers ahead of today’s verdict.
The video — which appears to have been secretly recorded — shows a Malay man engaging in sex with a Caucasian woman in what looks like a hotel room.
The man in the video is not named, but bloggers had linked the recording, which is titled “Pegawai Kastam Yang Terlampau,” to Ahmad Sarbaini’s death, but furnished nothing of substance to back their claim.
Ahmad Sarbaini is survived by his wife and five children aged between 12 and 27.
